قَالَ أَمِيرُ الْمُؤْمِنِينَ ع كُلُّ مَدْخَلٍ يُدْخَلُ فِيهِ بِغَيْرِ إِذْنِ صَاحِبِهِ فَسَرَقَ مِنْهُ السَّارِقُ فَلَا قَطْعَ عَلَيْهِ يَعْنِي الْحَمَّامَاتِ وَ الْخَانَاتِ وَ الْأَرْحِيَةَ.

Ali Bin Ibrahim, from his father, from Al Nowfaly, from Al Sakuny, (It has been narrated) from Abu Abdullah asws having said: ‘Amir Al-Momineen asws said: ‘Every place which can be entered without permission of its owner, so a thief steals from it, so there would be no cutting upon him, meaning the (public) baths, and the hotels, and the resting places’.
