عَلِيُّ بْنُ إِبْرَاهِيمَ عَنْ أَبِيهِ عَنِ ابْنِ أَبِي عُمَيْرٍ عَنْ حَفْصِ بْنِ الْبَخْتَرِيِّ وَ هِشَامِ بْنِ سَالِمٍ وَ مُعَاوِيَةَ بْنِ عَمَّارٍ وَ غَيْرِهِمْ عَنْ أَبِي عَبْدِ اللَّهِ ع قَالَ:

لَوْ أَنَّ النَّاسَ تَرَكُوا الْحَجَّ لَكَانَ عَلَى الْوَالِي أَنْ يُجْبِرَهُمْ عَلَى ذَلِكَ وَ عَلَى الْمُقَامِ عِنْدَهُ وَ لَوْ تَرَكُوا زِيَارَةَ النَّبِيِّ ص لَكَانَ عَلَى الْوَالِي أَنْ يُجْبِرَهُمْ عَلَى ذَلِكَ وَ عَلَى الْمُقَامِ عِنْدَهُ فَإِنْ لَمْ يَكُنْ لَهُمْ أَمْوَالٌ أَنْفَقَ عَلَيْهِمْ مِنْ بَيْتِ مَالِ الْمُسْلِمِينَ.

1. Ali ibn Ibrahim has narrated from his father from Ibn Abi ‘Umayr from Hafs af-Bakhtariy and Hisham ibn Salim and Mu‘awiyah ibn ‘Ammar and others who has said the following: “Abu ‘Abd Allah (a.s.), has said that if people neglect performing al-Hajj, the authorities will force them to perform al-Hajj and to reside therein. If people neglect visiting the Holy Prophet, O Allah, grant compensation to Muhammad and his family worthy of their services to Your cause, the authorities will force them to do so and reside there. If they will not be able to bear the expenses, the authorities will pay for them from the public treasury.”

[1]يدل على كون عمارة البيت و عمارة روضة النبيّ و زيارته صلّى اللّه عليه و آله و تعاهدها من الواجبات الكفائية فان الاجبار لا يتصور في الامر المستحب و ربما يقال: انما يجبر لان ترك الناس كلهم ذلك يتضمن الاستخفاف و التحقير و عدم الاعتناء بشأن تلك الاماكن و مشرفيها و ذلك ان لم يكن كفرا يكون فسقا و الجواب أن ذلك ممّا يؤيد الوجوب الكفائى و لا ينافيه.( آت)ص 272
